<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>This feature class represents the Virginia State Broadband Data area of broadband availability. Area of broadband availability refers to those individual US Census Blocks where each facilities-based provider of broadband service claims to provide broadband services. For each area the provider name and technology they provide there are represented. In addition, advertised and typical upload and download speeds are often reported at these levels. If a provider offers availability to any location within a census block, the entire block is deemed available under this effort. For this purpose, ''broadband service'' is the provision, on either a commercial or non-commercial basis, of data transmission technology that provides two-way data transmission to and from the Internet with advertised speeds of at least 4 megabits per second (mbps) downstream and 0.5 mbps upstream to end users. For this purpose, an ''end user'' of broadband service is a residential or business party, institution or State or local government entity that may use broadband service for its own purposes. An entity is a ''facilities based'' provider of broadband service connections to end user locations if any of the following conditions are met: (1) It owns the portion of the physical facility that terminates at the end user location; (2) it obtains unbundled network elements (UNEs), special access lines, or other leased facilities that terminate at the end user location and provisions/equips them as broadband; or (3) it provisions/equips a broadband wireless channel to the end user location over licensed or unlicensed spectrum.</SPAN></P></DIV></DIV></DIV>

This feature class represents the Virginia Broadband Publication model, created and updated by VITA in partnership with CGIT and CIT. The data is created for publication over REST service via the CGIT Integrated Toolbox, which allows Virginia residents to evaluate broadband service across the commonwealth.

Data source was FCC 477 data taken from their online portal: https://www.fcc.gov/general/iatd-data-statistical-reports
Data was also submitted by contributing providers to the Virginia Broadband program. This data was subsituted for the downloaded provider data.
Processing of 477 data:
download 477 data from FCC: https://www.fcc.gov/general/iatd-data-statistical-reports
consolidate submitted data into one DBF file
populate date field for FCC records
delete records containing DBA names identical to submitted data
append submitted updates from participating providers
populate date field for updates
remove records below speed thresholds
separate records by transmission technology
for each technology:
using summary statistics, process all census blocks with only one provider
process each provider individually
processing entails joining attribute information to census block shape
separate final fixed wireline feature class into individual feature classes for each technology
add wireless information to the dataset
Publish data and population metadata
Speed Thresholds represent minimum acceptable download speeds for specific technology types. They are as follows:
Fixed Wireless: 3 Mbps
Copper Wireline: 4 Mbps
DSL: 4 Mbps
Cable: 10 Mbps
Fiber: 25 Mbps
