 "description": "<DIV STYLE=\"text-align:Left;\"><P STYLE=\"font-size:16ptmargin:7 0 7 0;\"><SPAN><SPAN>The Floodplain Overlay is intended to prevent hazards due to flooding, including but not limited to loss of life, property, and tax base.<\/SPAN><\/SPAN><\/P><P STYLE=\"margin:0 0 0 0;\"><SPAN><SPAN>(A)\u2002The purpose of these floodplain provisions is to prevent the following hazards:<\/SPAN><\/SPAN><\/P><P STYLE=\"text-indent:20;margin:0 0 0 0;\"><SPAN><SPAN>1. The loss of life and property;<\/SPAN><\/SPAN><\/P><P STYLE=\"text-indent:20;margin:0 0 0 0;\"><SPAN><SPAN>2. The creation of health and safety hazards;<\/SPAN><\/SPAN><\/P><P STYLE=\"text-indent:20;margin:0 0 0 0;\"><SPAN><SPAN>3. The disruption of commerce and governmental services;<\/SPAN><\/SPAN><\/P><P STYLE=\"text-indent:20;margin:0 0 0 0;\"><SPAN><SPAN>4. The extraordinary and unnecessary expenditure of public funds for flood protection and relief; and,<\/SPAN><\/SPAN><\/P><P STYLE=\"text-indent:20;margin:0 0 0 0;\"><SPAN><SPAN>5. The impairment of the tax base.<\/SPAN><\/SPAN><\/P><P STYLE=\"margin:0 0 0 0;\"><SPAN><SPAN>(B)\u2002These provisions are designed to accomplish the above purposes by:<\/SPAN><\/SPAN><\/P><P STYLE=\"text-indent:20;margin:0 0 0 0;\"><SPAN><SPAN>1. Regulating uses, activities, and development which, acting alone or in combination with other existing or future uses, activities, and development, will cause unacceptable increases in flood heights, velocities, and frequencies;<\/SPAN><\/SPAN><\/P><P STYLE=\"text-indent:20;margin:0 0 0 0;\"><SPAN><SPAN>2. Restricting or prohibiting certain uses, activities, and development from locating within areas subject to flooding;<\/SPAN><\/SPAN><\/P><P STYLE=\"text-indent:20;margin:0 0 0 0;\"><SPAN><SPAN>3. Requiring all those uses, activities, and developments that do occur in flood-prone areas to be protected and/or floodproofed against flooding and flood damage;<\/SPAN><\/SPAN><\/P><P STYLE=\"text-indent:20;margin:0 0 0 0;\"><SPAN><SPAN>4. Protecting individuals from buying lands and structures which are unsuited for intended purposes because of flood hazards.<\/SPAN><\/SPAN><\/P><P STYLE=\"text-indent:20;margin:0 0 0 0;\"><SPAN /><SPAN /><\/P><P STYLE=\"margin:0 0 0 0;\"><SPAN>See Roanoke County Code: SEC. 30-74. - FO FLOODPLAIN OVERLAY DISTRICT.<\/SPAN><\/P><\/DIV>",
