It was researched by Thomas Katka with the Roanoke Regional Preservation Office with the Commonwealthof Virginia Department of Historic Resources and published in 2000. The extraordinary and unnecessary expenditure of public funds for flood protection and relief; and,5. Description: The provisions of the R-MH Manufactured Housing Overlay District are designed to increase opportunities for affordable housing alternatives, to recognize modern advances in manufactured housing technology, and to promote cost effective site development. This overlay district provides locations where manufactured housing communities may harmoniously develop in residential areas in which a mix of other affordable housing types — multi-family apartments, duplexes, townhouses, and compact detached housing — may also develop. Furthermore, this district provides for institutional support services, such as schools, churches, parks, and community clubs within residential neighborhoods, yet protects against the intrusion of incompatible commercial and industrial uses.See Roanoke County Code: SEC. 30-48. - R-MH MANUFACTURED HOUSING OVERLAY DISTRICT.
Description: The intent of this feature is to establish a conservation overlay district along the Roanoke River. The purpose is to recognize and designate the river corridor as a cultural and recreational resource, critical floodway, water source and important natural habitat worthy of coordinated conservation efforts and to take those measures necessary to protect this resource. This is consistent with the 1985 community plan as amended in December 1990 to incorporate the analysis, conclusions and recommendations of the Roanoke River Corridor Study dated August 1990.It is the premise of these provisions that certain specific land uses pose a danger to this water resource and should be avoided. In addition, through careful planning and design, clearing and grading activities or similar activities that disturb or destroy site vegetation can be minimized, with the goal that the natural vegetation, features and qualities of sites and properties along the Roanoke River corridor will be retained to the maximum extent possible. Finally, through implementation of additional erosion and sediment control practices, the maintenance and installation of buffer strips of natural vegetation, and use of best management practices, the impacts of excessive soil loss and adverse effects of nonpoint source pollutants on the water quality of the Roanoke River can be minimized.See Roanoke County Code: SEC. 30-75. - RRCO ROANOKE RIVER CONSERVATION AND OVERLAY DISTRICT.

Description: Municipal or local government laws that dictate how real property can and cannot be used in certain areas. Zoning laws limit commercial use of land in order to prevent oil, manufacturing or other types of businesses from building in residential neighborhoods. However, these laws can be modified or suspended if construction of the property will serve to help the community advance economically.All areas of land in Roanoke County have a zoning use restriction. This zoning polygon feature was created separately from our Parcel feature because some parcels have more than one zoning designation. The outside boundary of our zoning features match the outside boundary of our Parcel feature. This feature designates one of the the zoning areas as "Primary" to assign a zoning feature to our Assess Pro Real Estate system.It should also be noted that there are some areas of land inside the boundaries of Roanoke County that are actually located and taxed in adjacent jurisdictions. These areas have a psuedo parcelid and are included in the zoning feature. This polygon feature is part of a Editing topology along with or parcel feature and our Administration feature. Description: Planning Area Boundaries are design to facilitate long range planning at the community level. Roanoke County’s community planning areas were established in the mid-1980s as part of the 1985 Comprehensive Plan. Planning area boundaries were based upon a combination of tax map limits, elementary school districts, and community characteristics. Most of the names for the planning areas are loosely based on community elementary schools and fire and rescue stations. The planning area boundaries were updated in 2011 to correspond with recent planning area studies.Planning Area Boundaries are maintained within the Administration Feature and is dissolved out weekly.Administration is a polygon feature consisting of the smallest statistical areas bounded by visible features such as roads, streams, railroad tracks, and mountain ridges, as well as by nonvisible boundaries such as jurisdictional limits, school district, public safety boundaries, voting precincts, and census blocks. Description: The Census Bureau's urban-rural classification is fundamentally a delineation of geographical areas, identifying both individual urban areas and the rural areas of the nation. The Census Bureau's urban areas represent densely developed territory, and encompass residential, commercial, and other non-residential urban land uses. For the 2010 Census, an urban area will comprise a densely settled core of census tracts and/or census blocks that meet minimum population density requirements, along with adjacent territory containing non-residential urban land uses as well as territory with low population density included to link outlying densely settled territory with the densely settled core. To qualify as an urban area, the territory identified according to criteria must encompass at least 2,500 people, at least 1,500 of which reside outside institutional group quarters.

Description: The Parcels feature is the geographic representation of cadastre records within the County as recorded in deeds and plats. The current parcels set is based off of the 1979 double circle maps by Wingate Appraisal & Mapping and digitized in the early 1990s. The data is continuously updated, as new land records become available. New parcels are added in a “best fit” methodology giving preference to the most current source. This feature is co-managed in AutoCAD and ArcMap. In Arc this polygon feature is part of a Editing topology along with our Zoning feature and our Administration feature. Description: A census block is the smallest geographic unit used by the United States Census Bureau for tabulation of 100-percent data (data collected from all houses, rather than a sample of houses). The number of blocks in the United States, including Puerto Rico, for the 2010 Census was 11,155,486.Census blocks are grouped into block groups, which are grouped into census tracts. There are on average about 39 blocks per block group. Blocks typically have a four-digit number; the first number indicates which block group the block is in. For example, census block 3019 would be in block group 3.Blocks are typically bounded by streets, roads or creeks.
